Although the Genie did hint that he COULD bring people back from the dead, but doesn't want to (as they'd end up like zombies).
He could do all of that. But the rules forbid it. He said he doesn't really like doing the last one anyways.

Well, like every rule, there's bound to be at least one loophole. Can't wish death on a guy/girl, fine. Wish him/her into a dangerous and/or fatal situation. Technically you just sent him/her somewhere else and didn't kill them, thus didn't violate the rules.
The genies can interpret things in a way that can break the rules, thus not having to grant them. You'd have to really trick them in order to make them break the rules.
So Twigenie has morals after all!
